On the morning of 26-Nov-2022, at the Long Son Petroleum Industrial Zone (Long Son commune, Vung Tau City), Long Son Petrochemicals Company Limited (LSP) held the opening ceremony of the Specialized Tank Terminal and Central Utilities Plant of the Southern Petrochemical Complex Project
Overview of the ceremony
The specialized tank terminal, interconnecting pipeline system, and central utilities plant of Southern Petrochemical Complex Project, a key project in the petroleum industry, with a total investment of over 5 billion USD, are essential and inseparable components of the Petrochemical Complex. Petroleum Equipment Assembly and Metal Structure (PVC-MS) and POSCO E&C is the joint venture contractor for package Tank Farm and Interconnecting Pipeline (Package A2) and the Central Utilities Plant (Package G) - one of the important items of the project. These packages have a large scale and wide scope, covering tank farm areas, structural components, various equipment, pipe support structures, and interconnecting pipelines stretching from the fuel import/export port to all processing areas within the plant.
Mr. Thammasak Sethaudom - Vice Chairman of SCG Group, delivered a speech
Speaking at the ceremony, Mr. Thammasak Sethaudom, Vice Chairman of SCG Group, stated that this was the first fully integrated petrochemical complex in Vietnam, including a world-scale mixed feed cracker and downstream manufacturing plants with auxiliary facilities, all using advanced and modern technologies. After 4 years of construction, along with the efforts of the contractors, the overall progress of the project had reached 97%, with a disbursement of 4.4 billion USD. Among these, the Hydrocarbon Jetty, Tank Farm, Interconnecting Pipeline (Package A2), and Central Utilities Plant (Package G) have been completed and put into operation, connecting to form the Specialized Tank Terminal and Central Utilities Plant with a total investment of up to 1.1 billion USD. These are 3 important items of the project, that playing a supporting role in the operation of the entire complex in the future.
Mr. Dinh Van Hung, Chairman of PVC-MS, delivered a speech
Representing the contractor, Petroleum Equipment Assembly & Metal Structure Joint Stock Company, Mr. Dinh Van Hung - Chairman, spoke at the ceremony that with all the efforts of an EPC contractor, PVC-MS, together with its partner - POSCO E&C, was very proud and honored to receive the First Acceptance Certificate for Package A2 from the Investor SCG/LSP.
Also at the ceremony, Mr. Dinh Van Hung expressed deep gratitude to the Investor SCG/LSP and the partner POSCO E&C for their continuous support and cooperation throughout the project to ensure that the project was completed on schedule and met the quality requirements. In addition, he also expressed his desire to have more opportunities to continue cooperating with SCG/LSP and POSCO E&C in the Long Son Phase 2 Project.
The same afternoon, the ceremony was honored to welcome Prime Minister Pham Minh Chinh to attend and perform the inauguration ritual for the Specialized Tank Terminal and Central Utilities Plant of the Southern Petrochemical Complex Project.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that more than 3 years ago, when the construction of the Specialized Tank Terminal and Central Utilities Plant of the Southern Petrochemical Complex Project began, the COVID-19 pandemic broke out. Despite facing many difficulties, the investor, local authorities, units, and contractors had made efforts and strived to overcome the challenges so that the project was inaugurated.
The Prime Minister commended and highly appreciated the efforts of the units, organizations, and individuals. He affirmed that the achievement was made possible thanks to the good, harmonious relationships and effective cooperation between Vietnam and Thailand, between the investor and local authorities, between the investor and contractors, and between the central and local authorities. This contributed to the formation of a significantly important Petrochemical Complex. With Southern Petrochemical Complex, Nghi Son Refinery in the North, and Binh Son Refinery in the Central region, Vietnam would have refineries in all three regions - North, Central, and South, ensuring the supply of petroleum products for the entire country.
