On the morning of 14-Aug-2023, at PVC-MS port, Petroleum Equipment Assembly & Metal Structure Joint Stock Company (PVC-MS) held the Commencement for the package “Prefabrication service and Construction work - Jacket of Greater Changhua Offshore Wind Farm Project”. This is an important package of the Greater Changhua CHW2204 Project with a total capacity of 920 MW in Taiwan (China), and PVC-MS has been selected as the subcontractor for construction.
Overview of the Commencement
The Greater Changhua Offshore Wind Farm Project is owned by Ørsted Taiwan Ltd (Ørsted), with PetroVietnam Technical Services Corporation (PTSC) as the General Contractor and PVC-MS as the subcontractor for constructing 13 out of 33 suction bucket jackets of the project, each with a height of approximately 85m. The project is estimated to use up to 12,000 tons of steel and will be handed over to the General Contractor PTSC in October 2024.
Attending the Commencement, on behalf of Ørsted Taiwan Ltd (Ørsted), were Mr. Toh Moew Joo - Head of Safety Department, Ms. Tran Phuong - Head of Contract Management Department along with heads of construction supervision departments representing the Project Owner in Vietnam. On behalf of the General Contractor PTSC were Mr. Luu Ngoc Ton - Deputy Project Manager, Mr. Nguyen Xuan Nang - Construction Manager of Jacket, and Mr. Nguyen To An - Construction Manager of Pre-Fab. On behalf of the construction subcontractor PVC-MS was Mr. Phan Khac Man – Director of the company, Mr. Nguyen Anh Tuan - Deputy Director, in charge of Wind Farm Project and many members of the Board of Directors, Heads/Deputy Heads of departments along with engineers, workers participating in the Package.

In his speech at the ceremony, the Owner's representative Mr. Toh Moew Joo congratulated PVC-MS for being selected by the General Contractor PTSC to be the construction subcontractor for the "Prefabrication service and Construction work - Jacket of Greater Changhua Offshore Wind Farm Project". The Owner's representative said that offshore wind energy was a new energy resource and was being strongly invested to develop worldwide in the present age and they had the opportunity to change and get involved in this field. To achieve this, they shall commit to working together harmoniously during the project construction and believed that subcontractor PVC-MS would construct on schedule, with safety and quality.

Representing the General Contractor PTSC, Mr. Duong Quoc Huan - Deputy Construction Manager of Jacket emphasized that Offshore Wind Farm Project was a new field and that was also the first time they had cooperated in such a field. Therefore, Mr. Duong Quoc Huan requested the subcontractor PVC-MS to strictly follow the schedule, to tightly control the construction process, and especially not to let any safety incidents occur in order to complete the package in the best possible way.

Representing the construction subcontractor, Mr. Nguyen Anh Tuan - Deputy Director of PVC-MS expressed his enthusiasm for the attention of Project Owner Ørsted and the trust of General Contractor PTSC in awarding this package to PVC-MS. Deputy Director Nguyen Anh Tuan shared that with 40 years of experience in fabrication and assembly of jackets, regarding this package, PVC-MS would fully utilize its capacity and strengths, closely follow the Project Owner and General Contractor, while ensuring safety criteria, and quality standards, and committed schedule. Although this was the first time cooperating in this field, Mr. Nguyen Anh Tuan also hoped that the package "Prefabrication service and Construction work - Jacket of Greater Changhua Offshore Wind Farm Project" would lay the foundation for future cooperation among PVC-MS, PTSC, and Ørsted.

Also at the Commencement, Mr. Nguyen Anh Tuan gave the order to commence construction of the project with a First Cut witnessed by the leaders of Project Owner Orsted, General Contractor PTSC, and a large number of employees participating in project construction.

In recent years, PVC-MS has continuously expanded its scale and field of operations, not only focusing on domestic oil and gas technical services but also collaborating with foreign partners. This has helped PVC-MS gain more experience, and improve its competitiveness while opening up more development opportunities for PVC-MS.
