On the morning of 17-May-2022, at PVC-MS port, located at No. 65A 30/4 Street, Vung Tau City, Petroleum Equipment Assembly and Metal Structure Joint Stock Company (PVC-MS) organized the first steel cutting ceremony for JA&KA Gallaf 3 Jacket Project, a part of Gallaf Project of the Investor North Oil Company (NOC).
Overview of the commencement of JA&KA Gallaf 3 Jacket Project
Gallaf Project is a part of the plan to develop the Al-Shaheen oil field off the coast of Qatar, approximately 70km north of the Qatari coastline. It is the largest offshore oil field in Qatar and one of the largest in the world. NOC initiated Gallaf Project in early 2018 with many modern drilling platforms. Leveraging the favorable characteristics of the Al-Shaheen field, NOC planned to enhance extraction capabilities through the implementation of Gallaf Phase 3 Project. After evaluation, screening, bidding, and negotiations, PVC-MS gained the trust of NOC and the main contractor, PTSC Mechanical & Construction Co., Ltd. (PTSC M&C), to undertake the construction of 02 JA&KA Jackets (EPC05 package) with a total weight of 4450 tons. The project has been implemented since May 2022 and is scheduled to be completed and handed over to the Investor in the first quarter of 2023.
The model of Gallaf 3 Project
Participating in the first cut ceremony, the Investor NOC was represented by Mr. Christophe Remoue, Vice President and Project Manager, Mr. Michael Rothan, Project Director, and Mr. Shanthakumar Rajenthran, the investor representative for the EPC05 package and representatives of specialized departments. Representatives of the General contractor PTSC M&C were Mr. Bui Hoang Diep, Deputy Director of the company and in charge of Gallaf Project, Mr. Nguyen Bao Hoang, Head of Gallaf project management team, and representatives of specialized departments. Representing the construction subcontractor, PVC-MS, Mr. Dinh Van Hung, Chairman of the Board, Mr. Nguyen Anh Tuan, Deputy Director in charge of JA&KA Gallaf 3 Jacket Project, along with members of the Board of Directors, Head and deputy manager of departments, and employees participating in Gallaf 3 Jacket Project, were in attendance.

On behalf of the construction subcontractor, PVC-MS, Deputy Director Nguyen Anh Tuan expressed the honor of being entrusted by the Investor NOC and the General contractor PTSC M&C to undertake the construction of the JA & KA Jacket of Gallaf Phase 3 Project. He also committed to ensuring that the project would be implemented in compliance with the safety and quality criteria and requirements of the Investor and the General contractor, and would be completed and handed over according to the agreed-upon schedule. Additionally, Mr. Nguyen Anh Tuan expressed hope that this cooperative project would lay the foundation for future collaborations among PVC-MS, the Investor NOC, and the General contractor PTSC M&C.

At the ceremony, the representative of the General contractor PTSC M&C, Mr. Bui Hoang Diep, mentioned that this project had extremely strict safety and quality requirements, which were top priorities. Additionally, the JA&KA Gallaf 3 Jacket was the first project that opened up opportunities for PVC-MS in upcoming projects. Therefore, despite PVC-MS having extensive experience and capabilities in the field of jacket construction, PTSC M&C still paid close attention and required PVC-MS to strictly adhere to the project's procedures.

Representing the Investor NOC, Mr. Michael Rothan, Project Director, expressed that NOC was delighted to collaborate with PTSC M&C and PVC-MS to achieve the important milestones of the Gallaf 3 Project. NOC assured full support for PVC-MS and the General contractor PTSC M&C throughout the project. Additionally, Mr. Michael Rothan reiterated that safety was a core value and a top priority for NOC, which must be regularly and rigorously conducted from the beginning to the completion of the project.

The first cut ceremony for JA & KA Gallaf 3 Jacket Project was successfully conducted. PVC-MS demonstrated attentiveness and professionalism, which was highly appreciated by the Investor NOC and the General contractor PTSC M&C.
In the current scarcity of job opportunities in the oil service industry, the implementation of JA&KA Gallaf 3 Jacket Project has helped PVC-MS ensure uninterrupted work and has opened up new prospects for upcoming projects in the near future.
