On the morning of 20-Jun-2022, at Long Son project construction site, the General Contractor Consortium, Petroleum Equipment Assembly & Metal Structure (PVC-MS) and POSCO E&C organized a handover ceremony for Package A2 - Southern Petrochemical Complex Project to the Investor, Long Son Petrochemicals Company Limited (LSP), for commissioning. This was the earliest handover package, as well as the first package to be handed over on schedule as committed.
Participating in the ceremony, the Investor LSP was represented by Mr. Tharna Sanee - General Director; Mr. Tanarach - Director in charge of Engineering and Construction, and representatives of LSP’s departments. The Consortium Member, POSCO E&C, was represented by Mr. Hyun Seok Lee - Representative of POSCO E&C in Vietnam, and Mr. Dong Ha Son - Project Director (Package A2). The Consortium Member, PVC-MS, was represented by Mr. Phan Tu Giang - General Director of PetroCons - the parent company of PVC-MS, Mr. Dinh Van Hung - Chairman of PVC-MS, Mr. Phan Khac Man - Director of PVC-MS, Mr. Le Sanh Thanh - Deputy Director of PVC-MS, Project Manager (Package A2), and representatives of the functional departments of both consortium members, PVC-MS and POSCO.

At the ceremony, Mr. Le Sanh Thanh, representing the Consortium Member PVC-MS, expressed gratitude to the Investor LSP for choosing PVC-MS as the sole Vietnamese general contractor for the Southern Petrochemical Complex Project. He also thanked LSP for their support throughout the project, as well as the Consortium Member POSCO E&C for their assistance during challenging times. Mr. Le Sanh Thanh also mentioned that to successfully execute Package A2, PVC-MS and POSCO frequently organized meetings to promptly resolve difficulties and accelerate the project's progress. Besides, with 40 years of experience in implementing oil and gas service projects, PVC-MS had a team of experienced and enthusiastic engineers and workers who were proactive, responsible, and innovative, ready to work hard for the collective work, which contributed to the successful completion of the package as planned.

Package A2 is one of the most important packages in Southern Petrochemical Complex Project, and the largest project that PVC-MS has ever undertaken. The scope of work for PVC-MS in this package includes: Engineering, procurement of materials, fabrication, and installation for a total of 25 tanks of various types with a total weight of 12,639 tons, including 12 Spherical Tanks, 10 Doom Roof Tanks, and 3 Floating Roof Tanks; Fabrication and installation of steel structures with a total weight of 12,887 tons and a total length of 5.8 km; installation of equipment totaling 1,683 tons; installation of a technological piping system up to 814,000 DI equivalent to 460 km. Package A2 is likened to the blood vessels that transmit fuel bidirectionally from the main plant of the project to other parts within the plant and to the fuel import-export area at the fuel import-export port. The role, the scale, and the achievement of completing Package A2 on schedule have elevated the PVC-MS brand to new heights, opening up many job opportunities for PVC-MS in future projects.
Overview of Package A2 – Southern Petrochemical Complex Project of the General Contractor Consortium PVC-MS and POSCO E&C
PVC-MS has come up with many effective breakthrough solutions to successfully execute a large volume of work and ensure timely completion during the myriad challenges posed by the COVID-19 pandemic. The notable solutions provided by PVC-MS include:
Firstly, dividing the 2.5 km long Trestle piperack system into 108 modules, completing the construction, piping, painting, and thermal insulation at PVC-MS port, and then transporting them to the installation site (offshore). Compared to the initial method of constructing and installing pipelines offshore, the aforementioned solution has helped PVC-MS reduce the construction time by 2 months and significantly decrease equipment and labor costs.

Secondly, establishing an appropriate and efficient personnel plan, avoiding the whirlpool of labor competition during the peak phase of the entire project, especially in the hotspots of labor for certain packages of the Long Son Petrochemical Complex project, which coincided with the peak construction phase. This was a time when labor shortages were likely due to multiple units simultaneously implementing strategies to attract labor. Anticipating this situation, PVC-MS developed a personnel management plan from the beginning, focusing on the construction of those items needing the most manpower first to avoid the peak labor demand. With this strategy, PVC-MS managed to maintain a high-quality labor force meeting the project's requirements without incurring the costs of competing for labor.
Thirdly, handling labor issues flexibly and timely in urgent situations. As soon as information was received about Vung Tau implementing Directive 16 from the Government regarding the COVID-19 pandemic, and anticipating the complex developments and the impact of the pandemic on the project, PVC-MS, within just 7 days, coordinated with the construction subcontractors/teams to promptly arrange for nearly 800 employees to stay in Long Son commune and implement “3 in place: eating, accommodating, manufacturing in place” in order to ensure their safety and the project's progress.
Fourthly, the personnel management plan after social distancing. As COVID-19 vaccination coverage increased and the number of severe symptoms decreased significantly, the government implemented “Flexible adaptation, effective control of the COVID-19 epidemic” measures. At this point, the project management team devised a solution by arranging for all F1 cases to be in a specific area within the construction site and to work in shifts to avoid large gatherings, reducing the risk of disease transmission. This plan helped PVC-MS optimize its labor force after the period of social distancing.
On behalf of the Consortium Member POSCO, Mr. Dong Ha Son, Project Director (Package A2) expressed his joy at the successful completion of Package A2, overcoming numerous challenges and meeting the schedule. Mr. Dong Ha Son highly appreciated PVC-MS's project implementation capability, particularly its proactive collaboration, and readiness to address issues alongside POSCO throughout the project. POSCO expressed its desire to collaborate with PVC-MS on future projects to grow and develop together.

Speaking at the ceremony, Mr. Tharna Sanee, the General Director of LSP, congratulated and highly appreciated the achievements of PVC-MS and POSCO Consortium. Mr. Tharna emphasized that the innovative solutions and initiatives of PVC-MS/POSCO, the close collaboration between the PVC-MS and POSCO Consortium, and the ability to control the COVID-19 pandemic had helped many items of the package meet the schedule.

Also at the ceremony, PVC-MS and POSCO Consortium organized an award ceremony to recognize the outstanding performance of 12 subcontractors involved in Package A2, with PVC-MS having 5 outstanding subcontractors including Boiler Master Vietnam Company, Duong Tuan Tu Company, Gia Quang Phat Company, Lilama 18 Joint Stock Company, and Construction Team 1 from PVC-MS.

In Package A2 of Southern Petrochemical Complex Project, PVC-MS takes pride in surpassing all the stringent requirements of the Investor LSP, particularly by providing numerous optimal solutions to overcome the challenges posed by the COVID-19 pandemic. The success of Package A2 marks a significant milestone for PVC-MS, demonstrating the team's ability to handle high-intensity work pressure, resilience, expertise, experience, and enthusiasm. PVC-MS is totally capable of participating in large-scale projects inside and outside the industry, including oil and gas service, onshore and offshore energy sectors.
