In response to the project’s delivery requirements, PETROCONS-MS is mobilizing its resources and accelerating the fabrication and completion of four wellhead platform for an offshore oil and gas development project in India.

An International Project Package
The DSF-II Project is being developed to support the development of small offshore fields in western India, with Oil and Natural Gas Corporation Limited (ONGC) as the project owner. The project involves Mazagon Dock Shipbuilders Limited (MDL) as the main contractor and Nauvata Energy Transition Enterprise as the engineering and project management consultant. The overall project scope includes new wellhead platforms, modifications to existing offshore facilities and associated subsea pipeline systems.

As part of the project, PETROCONS-MS has been awarded the scope to complete the fabrication of four Wellhead Platforms (WHPs), namely C37-A, NMT-A, D-33A and SB-15A. These important onshore-fabricated structures are being constructed at the PETROCONS-MS fabrication yard in Rach Dua Ward before being handed over for subsequent offshore installation and hook-up activities within the project execution sequence.
Focused on Completing Four WHPs
PETROCONS-MS’s scope of work includes procurement, fabrication, installation, commissioning, inspection and completion of the four WHPs in accordance with the project’s technical requirements. The scope also includes load-out and sea fastening to prepare the structures for handover and subsequent project activities.

PETROCONS-MS’s execution progress has been significantly influenced by the design development process and the delivery schedule for materials and equipment from the relevant parties involved in the project. In response, the teams at the fabrication yard are working closely across each work area and activity to maintain alignment among design deliverables, materials, equipment, fabrication engineering and construction planning.
To date, the design deliverables, major materials and essential equipment have been substantially made available, enabling PETROCONS-MS to maintain the pace of construction during the current phase.

The Strength of a United Team
With its technical complexity, substantial workload and the need for close coordination throughout execution, the DSF-II Project places high demands on project management, coordination and construction planning. To meet these requirements, PETROCONS-MS has mobilized the coordinated efforts of multiple departments and units, including the DSF-II’s Project Management Team, the Engineering - Technical Department, the Economic and Commercial Department, the Business Development And Bidding Team, the Port Services Enterprise and the Construction Teams.
The results achieved to date would not have been possible without the practical support and close cooperation of the parent company, PETROCONS. From the initial approach to the project through the execution phase, the Corporation’s leadership has provided close direction, guidance and coordination, helping PETROCONS-MS address challenges and establish appropriate execution orientations.

In particular, PETROCONS has supported PETROCONS-MS in carrying out key procurement activities for the project. This support has contributed to securing the materials and equipment required for construction and has strengthened PETROCONS-MS’s readiness in preparing and executing the work at the fabrication yard.
The progress achieved to date is the result of the unity and sustained efforts of the engineers, supervisors, technicians and workers directly involved at the fabrication yard. Each activity is being carried out with a strong sense of responsibility, initiative and coordination, with the aim of maintaining quality, safety and efficiency throughout the construction process.

The close direction of the leadership teams, together with the solidarity of all employees, provides an important foundation for PETROCONS-MS to meet the project’s demanding requirements, maintain stability in construction execution and prepare effectively for the next project milestones.

During this key construction phase, PETROCONS-MS continues to place safety, quality and efficiency at the centre of project execution. The Company is maintaining its focus on resource mobilization, close coordination with relevant parties and strict control of each stage, from design, procurement, fabrication and completion through to load-out and sea fastening.
