On the morning of August 14, 2023, at the PVC-MS Yard, PetroVietnam Metal Structure and Installation Joint Stock Company (PVC-MS) held the Groundbreaking Ceremony for the package “Fabrication of Jackets for the Greater Changhua Offshore Wind Farm Project.” This is an important component of the Greater Changhua CHW2204 Project with a total capacity of 920 MW in Taiwan (China), for which PVC-MS has been selected as the construction contractor.
Overview of the groundbreaking ceremony
The Greater Changhua Offshore Wind Farm Project is invested by Ørsted Taiwan Ltd (Ørsted). PetroVietnam Technical Services Corporation (PTSC) serves as the EPC contractor, and PVC-MS is responsible for fabricating 13 out of 33 wind turbine jackets for the project, each approximately 85 meters tall. The project is estimated to use up to 12,000 tons of steel and is scheduled to be handed over to PTSC in October 2024.
Attending the ceremony, from Ørsted Taiwan Ltd (Ørsted) were Mr. Toh Moew Joo – Head of Safety Department, Ms. Trần Phượng – Head of Contract Management, along with construction supervision department heads representing the Developer in Vietnam. From PTSC, the EPC Contractor, were Mr. Lưu Ngọc Tôn – Deputy Project Manager, Mr. Nguyễn Xuân Năng – Jacket Construction Manager, and Mr. Nguyễn Tố An – Pre-Fab Construction Manager. Representing PVC-MS, the construction contractor, were Mr. Phan Khắc Mẫn – General Director; Mr. Nguyễn An Tuấn – Deputy Director in charge of Wind Power Projects; along with members of the Board of Directors, Heads/Deputy Heads of departments, and engineers and workers involved in the package.

Speaking at the ceremony, the Developer’s representative, Mr. Toh Moew Joo, congratulated PVC-MS on being selected by PTSC as the construction contractor for the “Fabrication of Jackets for the Greater Changhua Offshore Wind Farm Project.” He shared that offshore wind power resources are a new energy source being rapidly developed worldwide. We now have an opportunity to embrace and advance in this field. To achieve this, we must commit to close coordination throughout construction, and he expressed confidence that PVC-MS will deliver the package safely, with high quality, and on schedule.

Representing PTSC, Mr. Dương Quốc Huân – Deputy Jacket Construction Manager – emphasized that offshore wind is a new sector and this is the first time the parties are collaborating in this field. Therefore, he requested PVC-MS to strictly follow the schedule, control construction activities closely, and absolutely avoid any safety incidents to successfully complete the package.

Representing the construction contractor, Mr. Nguyễn Anh Tuấn – Deputy General Director of PVC-MS – expressed appreciation for the attention from Ørsted and the trust placed by PTSC in awarding this package to PVC-MS. He shared that with 40 years of experience in fabricating and installing foundation jackets, PVC-MS will maximize its capability and strengths, closely coordinate with the Developer and EPC Contractor, and ensure safety, quality, and schedule commitments. As this is the first cooperation in this sector, Mr. Tuấn hopes the “Fabrication of Jackets for the Greater Changhua Offshore Wind Farm Project” will lay the foundation for future collaborations among PVC-MS, PTSC, and Ørsted.

At the groundbreaking ceremony, Mr. Nguyễn Anh Tuấn also initiated the construction commencement (First Cut Ceremony) witnessed by leaders from Ørsted, PTSC, and PVC-MS personnel involved in the project.
