On the morning of March 14, 2023, at the PVC-MS Yard, Petroleum Mechanical & Structural Joint Stock Company (PVC-MS) held the Groundbreaking Ceremony for the Package “Fabrication of the Wellhead Platform Topsides – Dai Hung 01”. This is part of the Dai Hung Field Development Project Phase 3 (phase 3), block 05.1a, and was selected by PVC-MS as a project to celebrate the company’s 40th anniversary.

The Dai Hung Field Development Project (Phase 3) is invested by PVEP POC (Domestic Petroleum Exploration and Production Operating Company), with Vietsovpetro as the EPCI Main Contractor. Dai Hung Phase 3 includes the construction of a new unmanned four-legged platform (WHP-DH01), pipelines, and a subsea electrical cable connected to the existing FPU. The scope of work for PVC-MS is the fabrication of the wellhead platform topsides with a total weight of 1,416 tons. Construction began on March 14, 2023, and is expected to be handed over to Vietsovpetro in May 2024.
In attendance at the ceremony were Mr. Dang Ngoc Quy – Deputy General Director, Mr. Nguyen Tien Loc – Deputy Head of Development & Production Division, and Mr. Nguyen Tien Hung – Deputy Head of Project Management Division, representing PVEP. From the Investor PVEP POC were Mr. Le Duc Tue – Director, and Mr. Nguyen Xuan Ninh – Deputy Director. Representing Vietsovpetro – the Main Contractor, Survey, Maintenance & Offshore Construction Enterprise – were Mr. Dang Duc Phong – Director, and Mr. Le Quoc Anh – Deputy Director. Representing the construction contractor PVC-MS were Mr. Dinh Van Tan – Member of the Board of Directors, Mr. Phan Khac Man – Director, along with many board members, department managers/deputy managers, and 90 engineers and staff involved in the package.

Speaking at the ceremony, Mr. Le Duc Tue – Director of PVEP POC, congratulated PVC-MS for being awarded the package “Fabrication of Dai Hung 01 Wellhead Platform Topsides” by the Main Contractor Vietsovpetro. He emphasized that the Dai Hung Field Development Project (phase 3) is extremely important to PVEP POC in particular and Petrovietnam/PVEP in general. The field development will extend the production life, increase recovery efficiency, and bring economic benefits and revenue to Petrovietnam/PVEP and the Government. He also expressed satisfaction with the thorough and professional organization of the ceremony by PVC-MS. With its extensive experience and strengths, he believes PVC-MS will perform the package successfully.

Representing the Main Contractor Vietsovpetro, Mr. Dang Duc Phong – Director of the Survey, Maintenance & Offshore Construction Enterprise – emphasized that the package “Fabrication of Dai Hung 01 Wellhead Platform Topsides” is a very important part of Dai Hung Phase 3. After fabrication, the topsides will be connected to the jacket to form the complete WHP-DH01 platform, which will then be transported for installation and operation at the Dai Hung Field. Therefore, he requested that PVC-MS strictly follow the schedule, control the construction process, and ensure no safety incidents occur to complete the package in the best possible manner.

Representing the construction contractor, Mr. Phan Khac Man – Director of PVC-MS – expressed appreciation for the attention and support from PVEP leadership, the Investor PVEP POC, and Main Contractor Vietsovpetro. He also expressed gratitude to Vietsovpetro for their trust in awarding this package to PVC-MS. Mr. Man shared that PVC-MS has 40 years of experience in fabricating and installing jackets, so the company will fully utilize its capabilities and strengths, closely coordinate with the Main Contractor, and ensure safety, quality, and schedule as committed. He also hopes that this package will serve as a foundation for future cooperation between PVC-MS and Vietsovpetro.

At the Groundbreaking Ceremony, Mr. Phan Khac Man issued the official construction commencement order with the First Cut Ceremony, witnessed by PVEP leadership, PVEP POC, Vietsovpetro, and many project staff.
Being awarded the package “Fabrication of Dai Hung 01 Wellhead Platform Topsides” by Vietsovpetro during a period of limited workload demonstrates PVC-MS’s capability, experience, and reputation in designing, fabricating, and launching oil & gas structures.
