The Petrocons - Attending the Congress on behalf of the Party Committee of the Vietnam National Oil and Gas Group (Petrovietnam) were Mr. Tran Quang Dung - Permanent Deputy Secretary of the Group's Party Committee; Mr. Pham Tuan Anh - Member of Petrovietnam's Board of Directors; and representatives from the departments and specialized agencies of Petrovietnam. Guest delegates included Mr. Dinh Gia Dung - Chairman of Thai Binh City People's Committee, and Mr. Phan Anh Minh - Secretary of the Party Committee and Director of the Vietnam Petroleum Institute.
Representing the Party Committee of Petrovietnam Construction Joint Stock Corporation were Mr. Nghiem Quang Huy, Secretary of the Party Committee and Chairman of the Board of Management of the Corporation; Mr. Tran Quoc Hoan, Deputy Secretary of the Party Committee and General Director of the Corporation; Ms. Nguyen Thi Thu Huong, Permanent Deputy Secretary of the Party Committee and Chairwoman of the Corporation's Trade Union; along with members of the Corporation's Party Executive Committee and 102 delegates elected from 20 directly affiliated Party Cells/Committees, representing 518 Party members throughout the entire Party Committee.
Political Report Highlights Resilience and Future Goals.
Mr. Nghiem Quang Huy, Secretary of the Party Committee and Chairman of the Board of Directors of PetroCons, presented the Political Report. The report assessed the 2020-2025 term as a period of extreme difficulties and challenges for the economy in general, particularly for the construction and installation sector. This period was heavily impacted by the outbreak of the Covid-19 pandemic, supply chain disruptions, global geopolitical instability, unprecedented volatility in raw material prices, and fierce competition.
Despite these challenges, with courage, intellect, and a spirit of solidarity, PetroCons overcame difficulties and basically fulfilled its production goals. The quality of the Party organization and the political system was consolidated, maintaining its leading role as the core unit.
Most notably, PetroCons successfully completed the construction and handover of the Thai Binh 2 Thermal Power Plant, earning high praise from Party and State leaders. This achievement has significantly elevated the PetroCons brand. This recognition is a deserving acknowledgment from the Party, the State, the Group, and various organizations for the PetroCons Party Committee.
Regarding the political tasks for the 2025-2030 term, the PetroCons Party Committee has determined its focus: to complete or exceed the main annual business and production targets approved by the Group; and to achieve financial goals while increasing employee income in line with labor productivity and business efficiency.
Discussion and Important International Success
The Congress heard a review report from the PetroCons Party Executive Committee for the 2025-2030 term and several presentations. Key discussions included solutions for achieving the Party Committee's objectives, and addressing existing challenges and shortcomings of PetroCons.
During the Congress, numerous reports and discussions were presented by the Corporation's socio-political organizations and directly affiliated units, further clarifying the contents of the Political Report. Delegates engaged in lively discussions, offering highly constructive feedback, such as a presentation on bidding by PVC – MS (which recently won a $150 million construction and installation package through international competitive bidding). This is encouraging news for PetroCons, affirming the experience and capability of its member units to undertake large, technically complex construction projects with high credibility.
Leadership Direction from Petrovietnam
Giving direction at the Congress, Mr. Tran Quang Dung - Permanent Deputy Secretary of the Group's Party Committee, acknowledged, commended, and congratulated the collective achievements of the Party Committee, Party members, and employees of PetroCons over the past term, particularly in their efforts to guide the Corporation out of difficulties.
He highlighted commendable efforts such as international bidding success, restructuring initiatives, and the pursuit of reclaiming credibility and rebuilding the PetroCons brand within the oil and gas construction sector, while also expanding into new service areas.
Mr. Tran Quang Dung advised the PetroCons Party Committee to strive harder, ensure the best possible care for employees, and continue to build and develop a corporate culture to effectively implement the corporate restructuring and strengthen the leadership role of the Party organization. He also emphasized that Petrovietnam will consistently accompany and support PetroCons in the new phase. He expressed confidence that with lessons learned in corporate governance and enhanced leadership capacity, PetroCons will aim to build a strong Party Committee, gradually stabilize, and develop the Corporation in the coming years.
New Executive Committee Elected
In a spirit of democracy and responsibility, the Congress unanimously elected the PetroCons Party Executive Committee for the 2025-2030 term, comprising 18 comrades. In the first session of the Executive Committee, Mr. Nghiêm Quang Huy was re-elected as Secretary of the Party Committee, and Mr. Tran Quoc Hoan was elected as Deputy Secretary of the PetroCons Party Committee. The Congress also elected a delegation of 08 comrades to attend the 4th Congress of the Vietnam National Oil - Gas Group Party Committee for the 2025-2030 term.
After a period of urgent, democratic, serious, and responsible work, the 13th Representative Party Congress of Petrovietnam Construction Joint Stock Corporation for the 2025-2030 term concluded successfully. The collective Party Committee, Party members, and employees throughout the Corporation will continue to promote the tradition of solidarity, resilience, innovative spirit, and aspiration to thrive, acting decisively, scientifically, and effectively to successfully implement the Resolution set forth for the 2025-2030 term. The ultimate goal is to build a comprehensive strong Party Committee and develop PetroCons in alignment with the development strategy of the Vietnam National Oil and Gas Group.
